What is jay bybee?

Jay Bybee is an American lawyer and jurist who currently serves as a judge on the United States Court of Appeals for the Ninth Circuit. He was nominated to the court by President George W. Bush and was confirmed by the Senate in 2003.

Bybee previously served in the Department of Justice during the Bush administration, where he held various roles including Assistant Attorney General for the Office of Legal Counsel.
